Alliance contracts formalize next phase of Ontario rail program, with civil, station and track work already underway.

Aecon and FCC have moved a major component of Ontario’s GO Expansion program into its next delivery phase, signing alliance contracts with Metrolinx for construction work valued at billions of dollars.
The announcement from Aecon says ONxpress Civils Contractor General Partnership, an Aecon-led 50/50 joint venture with FCC Canada, will act as the construction partner for the program.
For heavy-civil contractors, the announcement is notable not simply for its size, but for the delivery model. The work will proceed under a target-price approach following a collaborative development phase, putting significant emphasis on early coordination, constructability and cost management between owner and contractor.
Civil work is already moving
Construction has begun at Durham College Oshawa GO Station, while other civil work, track improvements and enhancements are underway along the Lakeshore East corridor.
That early activity points to a broad construction program rather than a conventional station-build package. As a result, contractors operating in Ontario’s transportation sector can expect work to involve multiple disciplines, interfaces and construction stages within an operating rail environment.
The program also highlights the continued importance of integrated delivery for major Canadian transit projects. Aecon says its experience spans LRT, subway and commuter-rail projects, while ONxpress is responsible for delivering the construction scope.
Implications for the contractor market
For general contractors and specialty civil firms, major rail programs such as GO Expansion can create opportunities across earthworks, utilities, structures, track-adjacent civil work, stations and enabling works.
The alliance structure also highlights a growing focus on collaborative risk management and early contractor involvement. For firms positioning themselves for large transportation projects, experience working within integrated teams, and the ability to manage interfaces across multiple construction disciplines, may be increasingly important.
