$70B Labrador energy buildout opens major heavy-civil pipeline

Federal backing for Churchill Falls, Gull Island and transmission infrastructure could create decades of work across hydro, transmission, roads, mining and enabling infrastructure in Labrador.

The federal government is backing a nearly $70-billion package of clean-energy and enabling infrastructure projects in Labrador, creating one of Canada’s largest prospective pipelines of heavy-construction work.

Announced Aug. 17 by Prime Minister Mark Carney alongside officials representing Newfoundland and Labrador and Quebec, the package includes up to $10 billion in federal financial support and investments. It covers upgrades to the Churchill Falls generating station, development of the proposed Gull Island hydro project in addition to major transmission infrastructure and projects intended to support critical-minerals development in the Labrador Trough.

For contractors, the scope is significant. The planned work includes a 2,700-MW Gull Island generating facility, upgrades that could add up to 2,500 MW at Churchill Falls, more than 660 kilometres of transmission lines serving the Churchill River projects and a new 735-kV transmission line between Churchill Falls and Labrador City.

Mining infrastructure adds to construction opportunity

The federal government is also referring the Labrador Trough Clean Power, Critical Minerals and Infrastructure Corridor to its Major Projects Office for coordinated federal review.

And nearly $20 million will support feasibility and engineering work for mining-enabling infrastructure, including projects such as expansion planning at the Port of Sept-Îles, transmission studies for Labrador West, an all-season access road and power connection for the Lac Knife graphite project and infrastructure planning for the Kami iron-ore project.

Long-term work takes shape

The federal government says the combined investments will create thousands of jobs while supporting Indigenous communities and economic development across the region.

The Gull Island project is expected to come online in 2036-37, while Churchill Falls upgrades have been planned in stages, with one turbine expected to come online annually.

For contractors, the announcement signals a potentially long stretch of required work that spans hydroelectric generation, transmission, civil works, roads, mining infrastructure and major industrial projects, with much of the immediate opportunity centred on engineering, feasibility, permitting and project development before major construction ramps up.
